Sorry, Wikipedia is read-only for me and most people.  But I've used lots of other wikis - Confluence, JSPWiki, GitHub, etc. - and they all have a "create page" button.

I filed https://bugs.eclipse.org/bugs/show_bug.cgi?id=540734.

How does a community member vote for a bug?

I'm not opposed to adding such a feature, but it does seem to go against the MediaWiki software that we (and Wikipedia) use.  If you're interested in such a feature, please file a bug in Eclipse Bugzilla (in the Eclipse Foundation > Community > Wiki component) and if it gains popularity and votes, we can look into it.

This is one of those cases where once you know how to do it it seems obvious
but before you  know how to do it it's completely obscure.

The missing notifications for approved pages is a limitation of the Wiki
extension: https://www.mediawiki.org/wiki/Extension:Moderation. So there
is not much we can do about it.
Well, I suppose we could ask the mediawiki people to add it, but it doesn't
seem likely that that will happen soon, if at all.
