[technology-pmc] More GeoMesa CQs awaiting PMC approval

Hi all,

The GeoMesa team has been pushing through some of our IP work recently, 
and we've got 7 CQs awaiting approval.

The CQs are part of Scala 2.10.4, a configuration library, Apache 
Commons IO, Spire, and 3 'workswith' dependencies for Spring components.

I'm happy to discussion any of these, but I'm also happy for some quick 
+1's.
