Thanks again for the help Jody, so please let me restate the job which I should do to ensure that I am not wrong:

1- I should take part in babel project for Farsi language, as Farsi is not in babel languages pack, and translate parts of eclipse which is necessary to translate the uDig.
2- I should translate messages. properties and plugin.properties files available in uDig source code.
3- I should copy the nl plugins created in the first step to eclipse's dropins directory and also add them to the net.refractions.udig_language feature.

So does this mean that only translating messages. properties and plugin.properties files available in uDig source code is not sufficient to completely translate the uDig?

Anyway one question is still in my mind. As I told previously when I run udig.product from within the eclipse using "-nl fa" option, for example, the Help menu is fully translated to Farsi but when I export the product and run it using "-nl fa" option some Farsi translations in help menu (and other places) don't show up and their corresponding English words appear in the menu. You say that after adding babel language packs for Farsi this will be resolved?

Yes it is; and don't worry about being a newbie. Internationalization
is both easy and difficult for everyone.

The various "nl" plugins used to be provided by IBM; they dropped out
of that a few years ago and it took 3 or 4 years for the community to
get something else in place.

That something else is the "babel" project.

As part of making the "dropins" folder I download a few of the
translations that are ready for use in uDig and make sure the
udig_language feature refers to them.

Being an open development project the procedure I use is documented in our wiki:
- http://udig.refractions.net/confluence/display/ADMIN/Exporting+Dropins

You can do the same for the languages you need - but sure to modify
your udig_language feature to include them (so they show up when you
run or export the application).

For a quick test; if you are just running from eclipse you can get
away with adding them to dropins; and refering to them from the Run
configuration menu (just to check they are doing their job).

When your translation is ready and committed into uDig I will update
my instructions to include Turkish and Farsi.
