[udig-devel] Internationalization problem

I am interested in internationalizing uDig in Turkish and Farsi languages. I translated the 6 main plugins mentioned in Adding Translations document to Farsi. Now, when I run udig.product from within the eclipse using "-nl fa" option I see, for example, the Help menu is fully translated to Farsi and also my splash screen shows up but when I export the product and run it using "-nl fa" option some Farsi translations in Help menu (and other places) don't show up and their corresponding English words appear in the menu and there is no splash screen. I am supposing that another step is required for internationalizing the uDig, am I right?

I noticed that net.refractions.udig_language-feature contains plugins like org.eclipse.ui.nl_de or org.eclipse.core.commands.nl_it. What are they supposed to do? There is no such plugins for Farsi and Turkish. Is this the cause of my problem?
