[ptp-dev] 3.0 release

I've respun an RC5a build to address some last minute issues. Unless anyone objects I'm going to call this the 3.0 release and announce it tomorrow morning (the web pages and update site are already updated).

**Please take a look at the new & noteworthy page (http://wiki.eclipse.org/PTP/new_and_noteworthy/3.0.0)** I've done as much as I can, but it still needs to be worked on (there's a lot of stuff I don't know about). In particular, there is nothing there on RDT, so please rectify that. You should get the general idea of the format from the page (major sections in alphabetical order, minor sections for each new item). Please try to include screen shots if applicable.

I expect this release to have a lot of bugs (there are 20+ bugs still open on the ptp-inbox). I would like to try and tackle as many of these as possible and aim for a quick 3.0.1 release at the end of next week.
