Yes, that is my understanding as well. I also found a piece about that in the project handbook [1]

I think this makes it more clear and states that the version numbering isn't that important, but more the content of the release itself.

My understanding of the wiki page is that it is up to the project team to determine if the dependency qualifies for a reasonable versioning scheme, right?

However, when we talk about Spring or vert.x, I assume we would be on the safe side.
