[iot-pmc] Using newer version of already approved works-with dependency

Hi PMC,
in one of the recent CQs [1] I got the impression that it is unclear if projects
are required to create new CQs for works-with dependencies which they want to use
a newer version of than the version that they had originally created a CQ for (an
which had been approved).
Sharon suggested to add "and later versions" to the original CQ, thus eliminating
the need to create a new works-with CQ for a newer version of the dependency. I
can very much sympathize with this approach and would indeed suggest, that this
should be the default for works-with CQs. I am sure that this will save us all a
lot of work. WDYT?
