Definitely yes. And I am quite sure it is the best way to go.
Before really printing a map, you have to create it dozends of times
to have eveything properly placed and of proper size. Aside maps are
usually printed on large paper.
So it is really best to print to pdf and then in case use some other
tool to send to printer.
But this is my opinion, since I would never print directly from GIS to
plotter for example, and also because uDig currently doesn't have a
really reliable printing environment, which means that some iteration
is usually needed.
Let me know your thoughts.
