Now with map, made the WMS and WFS ServiceFactories return null for the 
URL to Parameter mapping when the file protocol is used.

This is strictly not correct -
a) a file based WMS GetCapabilities is a *very* nice idea especially for 
a local cache
b) we should allow aquire to block, and take a progress monitor, and 
return only working serivces?
c) having a non working service in the list of things to add should not 
be fatal

But for now the problem is masked,
