How does the layout behaviour compare with an installation created from the (pending) papyrus-rt.setup (the end user one)?

Making a simple capsule diagram, selecting the compartment and clicking on the ELK button throws an NPE.

I'll raise a bug for it, with a sample model, but Charles says that if ELK is not working, it should be taken out of the release.
