I'm testing the RCP and it looks like the ELK layout is broken.

Making a simple capsule diagram, selecting the compartment and clicking on the ELK button throws an NPE.

I'll raise a bug for it, with a sample model, but Charles says that if ELK is not working, it should be taken out of the release.
