If I'm understanding correctly, when a project has a 'works with'
dependency, users will either need to drop the dependency in the
classpath and/or the project can help folks get the jar.
Is the intent for Spatial4j to stand on its own? Or is it just
library code? In the former case, shipping with JTS would likely be
easier for folks. In the latter, JTS as 'works with' sounds great.

As I said, I did find my way eventually. And I
created the CQ for Spatial4j’s dependency on JTS. In an early
step in the creation form it asks if there is a similar CQ, and
in fact in this case there is — another LocationTech project’s
dependency on JTS. This made my CQ a so-called “piggyback-CQ”.
