As I said, I did find my way eventually.  And I created the CQ for Spatial4j’s dependency on JTS.  In an early step in the creation form it asks if there is a similar CQ, and in fact in this case there is — another LocationTech project’s dependency on JTS.  This made my CQ a so-called “piggyback-CQ”.  Here’s the one I created, if you are curious: 9330

Here’s what I did:

* I started from the point of viewing an existing CQ that is similar to one I wanted to create: https://dev.eclipse.org/ipzilla/show_bug.cgi?id=7221

* Then I clicked the “New” link at top-right.  

* This took me to simple page, mostly white that said just this:
The Contribution Questionnaire has been moved to the portal. Please access it in its new location: http://portal.eclipse.org/ 
So I clicked that link.

* I was presented with a login form.  I logged in.

* At this point I’m lost.  I believe this is called the “My foundation portal” there is an Eclipse Projects portlet and a Profile portlet.  The profile one is probably not right so I focus my attention on the projects portlet.  It shows I’m a committer & project lead for Spatial4j, with a link.  And it has a “Tools” link for all committers, it says.  I clicked on “Tools”.

Okay at this point I answered my question for the 3rd go around as I typed up my experience.  I was supposed to click on the “View” link for my project, which then brought up a menu of options and one was for a CQ.  Clicking Tools was not the right path.

But I think the instructions and picture are at a minimum misleading, and at worst just plain wrong. I went down another wild goose chase following these.  Perhaps the instructions there are out of date; I don’t know.
