If you're copying anything significant from another Eclipse project, then a CQ is required.

You don't need a CQ for boilerplate or rote code.

The only questionable part is whether or not we can reasonably assert that the contribution was created "under the supervision of the PMC". We generally take this to mean that the contribution is part of the project plan, or in response to a documented issue, or otherwise comes to the project as a natural part of its evolution.

By way of example, if the contribution comes completely "out of the blue" or you have reason to suspect that some of the content may have come from unknown sources, then you should engage the IP Team.

There's no ambiguity on the origin or the intent of the contribution, which will help implement a feature on our backlog. We even pay Valerii to do it :-)
