It has been backported, but it's not enabled by default, you have
to set the enableDpiUomRescaling system variable to true (e.g.,
on the command line -DenableDpiUomRescaling=true).

This is because the code is new and not well tested, so if you
want to try it out you have to say so explicitly.

On trunk it's on by default and there is no way to turn it off
instead.

Oh, and you need a GeoTools build of around the end of June in
any case, the backport happened June 21
