Okay I understand what you mean now; the distance tool was supposed to show up in the "information" tool category; and you would need to press the little arrow next to the "i" in order to find it.

This is noted on page 21 (next to step 8 they give you a tip on how to find the tool).

One of the questions in any GIS application is how to prevent the problem where you have many many many tools arranged into lots of toolbars; for uDig we have grouped them into categories; and each one forms a small menu. You can press the keyboard short cut ("i" for information) to switch between tools in the information category.

Making your own tool category was listed as an extra question at the end; it not required but it is good that you figured it out.
