Hi,
The list of CRSs is in the gt2-epsg-wkt.jar in
net.refractions.udig.libs. It needs to be unarchived. There is a
properties file called epsg.properties that has all the definitions.
You can add it. Or a plugin can be added with a Startup extension
point that adds it to the system. I dont know which you would prefer.

There is functionality to do this. See the bottom of the referencing
FAQ:

Hi,
We are planning on rolling out uDig to empolyees at the
conservation
department of the state of Brandenburg to access our WMS/WFS
services.
The state of Brandenburg uses an altered ETRS89 UTM 33N (EPSG:
25833)
scheme with an added easting of 3000km. They choose to
designate that
altered scheme EPSG:325833. Before rollout we need to make
shure that
this EPSG code is available in uDigs CRS list. Can you point me
to
where this list is defined? In uDig? Or in Geotools?
just open Udig and click on the crs button on the left lower
side of the map frame.
As you may think, the altered crs is not available, but that
shouldn't stop you.
If yours isn't there, you could also think about to add it.
Udig permits to paste in your altered crs definition. We do
that often for Italy, since we have 3 different versions of
the EPSG:3003.
