I don't think there is very much that needs to be done in Geotools.
But we do need a vote by in by the PMC and as you know that is not a
guarantee. So I am looking for another option in case that fails or
takes a long time.

I'm actually wondering what's preventing this work to take place
on GeoTools directly. If all that is needed is some change in the
way meta information is generated, and that does not break the
build or the usability of resulting jars in web containers,
it should be good to go directly on geotools trunk no?
