I think you have approximately organized things in prioritized order for 
me.  I'd like to add to the list an entry for the "Operations API"  that 
is a framework so users (and developers) can string together operations 
to create more complex operations. 

On the smaller goal list I'd like to propose a GEF filter editor and a 
GEF style editor.
