[udig-devel] Update to Confluence Home

With the refinement of http://udig.refractions.net I can finally turn 
our confluence space into a bit more a of a developer specific resource.

The most obvious change is found here:
- http://docs.codehaus.org/display/UDIG/Home

At the bottom of the page you will see a summary of the latest and 
greatest issues effecting development and release:
- BLOCKER - issues preventing people from working
- CRITICAL - issues preventing release
- RESOLVED - issues that resolved, but still waiting feedback before 
being closed
- IN PROGRESS - issues that are being worked on, live and up to the second
