This is not a WMS issue, it's an info issue. WMS should be fine (WMS servers are supposed to automatically apply some kind of buffer to the query point for the purposes of searching). It is querying vector layers in uDig that is not fine. Load a point shapefile (bc_pubs) into uDig and try to do an info on it.
Okay it sounds like this bug is back in to open - we need to expand the box used to query with up to say 3x3?
