The value set with option --scale acts as a multiplier on the vehicle insertion rate (subject to road capacity). For limits, see https://sumo.dlr.de/docs/Simulation/VehicleInsertion.html

I suppose this is what you mean by "arrival rate" though the term might also refer to the rate of vehicle arrival at the end of their route. The latter value may not scale directly due to traffic effects.
