As mentioned earlier you can insert vehicles using vehicle.add. Of course you can do this with the desired time-varying rate.

Or you can define calibrators with time varying flow definitions.

Maybe look at https://sumo.dlr.de/docs/Demand/Importing_O/D_Matrices.html#daily_time_lines though.
