[sumo-user] Highway Modelling

Hello, I am trying to model a highway but the problem I have is that some vehicles that need to take an off-ramp drive on the outer lanes resulting in stopping and occurring congestion until the other drivers let them take the off-ramp. The problem is also shown in the picture attached. How am I able to solve this problem please?
