Im not sure. It is about 10 seconds between car stopping and starting using
fuel (see tls_vehicle_1_moment_fuel.png and tls_vehicle_1_motion.png in
scenario.zip)
20 s - car stops
30 s - starts using fuel (1 ml/s)
45 s - starts moving (fuel usage increases)

Does idling use 1ml/s per second? Why not in 20s-30s interval?
