cooperative lane changing will happen under two circumstances
- in response to a failed strategic change
- on approach and within a multi-lane roundabout (strategicall,y vehicles would prefer to always drive on the outside where the exits are) but for the purpose of cooperation they may also drive on the inside.

cooperative speed (almost) only happens in response to a failed strategic change.
The exception is that vehicles sometimes will reduce their random slow-downs (dawdling) and thus drive a bit faster if a vehicle wants to merge behind them.

I was wondering to know whether vehicles perform cooperative lane-changing
only in reaction to failed strategic lane changes or any other lane change
type. I would to know if a vehicle is ordered by TraCI to do lane changing
and fails in performing it, other vehicles will do cooperative lane-changing
or speed adjustment to help it fulfill its order.
