I tried another alternative that I thought could work which ended up in
unexpected behavior.
I tried setting --route-steps to 3600 in the hope that more vehicles will
get loaded at once.
There were only many more vehicles loaded once the second vehicle has
departed.
For the start of the simulation setting the --route-steps seemed to have no
effect.
I have also opened an issue for that
