If you use the Python APIs, you are bypassing Veins and just using the mobility models in sumo.

May I ask you what is
the difference between Plexe and Simpla? Less functionalities?

I don't know much details about Simpla. Plexe implements CACC algorithms taken from the literature as well as engine dynamics model. I don't know what you want to do, maybe Simpla is good enough and Plexe too sophisticated. That really depends on what you are trying to achieve.
