Correct, but if one of those committers retired professionally and no longer does development, would it not be appropriate to also retire them as a committer and redo the vote?Jay--

This was a test PR, there are lot more things to do before TeXlipse can be turned to maintenance mode and escape from termination review.
I created issue about pipeline in the project repository and hope to continue discussion there.

The PR has been merged. I have to admit I don’t spend much time with TeXclipse these days. After the initial (considerable) effort to move the project to Eclipse and get everything up and running, not much has been done.
However it fairly stable, and does not require much work although some issues has been reported.
