Yes. If committers are no longer active and are not able to participate in committer elections, they should be retired.

Project leads have the ability to retire committers. There is some advice in the handbook.

Per the EDP:

The election process begins with an existing Committer on the same Project nominating the Contributor. The Project’s Committers will vote for a period of no less than one week. If there are at least three (3) positive votes and no negative votes within the voting period, the Contributor is recommended to the Project’s PMC for commit privileges. If there are three (3) or fewer Committers on the Project, a unanimous positive vote of all Committers is substituted.

If we have a problem here with inactive committers, I suggest we retire the inactive folks and run the vote again. We have this problem with a lot of the science projects actually.

This was a test PR, there are lot more things to do before TeXlipse can be turned to maintenance mode and escape from termination review.
I created issue about pipeline in the project repository and hope to continue discussion there.

The PR has been merged. I have to admit I don’t spend much time with TeXclipse these days. After the initial (considerable) effort to move the project to Eclipse and get everything up and running, not much has been done.

However it fairly stable, and does not require much work although some issues has been reported.
