[rdf4j-dev] starting release process

Just a heads up that the develop branch is feature-frozen now and I will start on the release process for 3.7.0. I will first merge develop into main (see https://github.com/eclipse/rdf4j/pull/3065), and then bump the snapshot version of develop to 4.0 and do further last-minute adjustments for the release (including release notes) on the main branch.
