There could be two issues here. There is a delay the first time you
create or edit an RM configuration after launching Eclipse. This is
because the RSE plugins get automatically loaded and they take ages to
load and start for some reason. If you're seeing a delay when
subsequently creating or editing RM configurations then it is likely
to be something else.
