Remote support was never planned for 1.1. RM is not far enough along to provide anything useful. We can think about a 1.2 release if necessary.

Committers, I've just updated the 1.1 release plan (http://
wiki.eclipse.org/index.php/PTP/planning/1.1). Please check ASAP that
you are happy with this. Make changes if you are not. Note that the
milestones are pretty aggressive, but we've really only got testing
and packaging to do now.
