[ptp-dev] Tooltip prefereces page

Hi,

   I have added some tooltip settings in preferences page (PTP -> 
Viewer).   There are three settings as below:

1.  You can set the tooltip to be shown all the time until the mouse is 
moving out.
2.  You can specify the seconds to dispose the tooltip.
3.  The maximum width and height of tooltip box are set.  If the content 
is too long, the verticall scroll bar will be displayed.  If one of 
lines is too long, the default is WRAP to next line or you can use this 
setting to display the horizontial scroll bar.
