[platform-releng-dev] reorganized build page

As of tonight's 3.3 build, you will
notice that the eclipse build page has been reorganized and has a new look.
 The releng team was fortunate to have a co-op over the summer term,
Haytham Yassine.  Haytham reorganized and updated the page  and
fixed a number of long outstanding bugs with the way the build page was
organized. Thank you Haytham!
