[pde-dev] Tagging pde.build for Helios Integration build

PDE/Build has been tagged for the first
Helios integration build.

The map file has been updated for the
following Bug changes:
+ Bug 186224. Headless build does not
find product file if it is under features/ directory (FIXED)
+ Bug 252855. org.eclipse.pde.internal.build.Policy
class not used (FIXED)
+ Bug 252856. Condition & ConditionTask
not used (FIXED)
+ Bug 270374. Fetch-Task fails when
run from the IDE within the same JRE (FIXED)
+ Bug 277514. product qualifier substitution
broken for p2.generate.metadata (FIXED)
+ Bug 279470. BrandingIron compares
String to File (FIXED)
+ Bug 279583. Entry in build.properties
referencing project which doesn't exist in workspace causes NPE (FIXED)
+ Bug 279609. Changing the log extension
from .log to .xml fails (FIXED)
+ Bug 281592. OSGI Bundle Build failure
only when exporting for deployment (FIXED)
