[papyrus-rt-dev] EMF project builder

I've pushed to gerrit a draft project builder for the EMF xtumlrt models (see change-set 70295 on gerrit). It doesn't actually build the projects yet, but it's a first step. I created a new "xtumlrt meta-model" nature to activate them.

Let me know if you would rather just commit the sources instead of having a builder.
