Your are perfectly right. The Bugzilla I wrote had nothing to do with Papyrus-RT. It was only related to base Papyrus and how it behaved after SysML 1.1 was removed from base Papyrus in Neon M6. The Bugzilla is now also resolved and I have put it into verified, and the new model/project wizard behaves as expected when no DSML is installed into Papyrus. 

I just wanted to point out that when Papyrus-RT will be based on base Papyrus from the Neon track, then SysML 1.1 will no longer be included as it is on the Mars track. If base Papyrus on the Neon track is "good enough" or not for a "minimal Papyrus configuration that can be used as a base for any DSML" probably can be debated. It will at least not bring along SysML, so it will definitively be more suited as a base compared to the Mars version of base Papyrus.

Although the bug to which you refer does mention the SysML move to Extras, it does not directly address the need that Papyrus-RT should be installed with the minimum of plugins required and especially no additional DSL/DSML, etc. that is not required.

This also brings up a missed requirement for a minimal (optimized) Papyrus-RT default installation.

This further highlights the need for a minimal Papyrus configuration that can be used as a base for any DSML.

The default installation of Papyrus-RT should only require the base UML capability. I would think that, for Papyrus-RT, SysML should be an optional component. Especially since we do not currently have a “system modeler” actor defined for the tool and SysML is not part of the Papyrus-RT MVP for v1.0.
