Good point. I don't think that
charter has been updated in ten years... WebDAV and Scripting were dropped
as components after the 1.0 release!

I will start to work on revising
it and iterate with you and the PMC. I have opened a bug to track this:

It will be interesting to
see how much or little Orion changes it. Ignoring the implementation technology
underlying the platform, the mission of Orion is exactly the same. I.e.,
the first sentence of the current charter, "an open source software
development project dedicated to providing a robust, full-featured, commercial-quality,
and freely available industry platform for the development of highly integrated
tools", describes Orion perfectly. The key change will be altering
"Eclipse Platform" into a more general term I think. RCP diverges
much more from this original scope because it is not related to tools.
In any case I'll think on it and continue discussion in the bug report.

One issue that I think we
need to consider carefully is how Orion fits within the scope of the Eclipse
project’s charter[1]. My read of the Scope section of the existing charter
is that Orion does not fit within Eclipse’s scope. The operative sentence
being: “The Eclipse Project encompasses both the Eclipse platform technology
itself, and a set of tools that together form the software development
kit (SDK) for building Eclipse-based tools. ”
 
Has perhaps the time come
to update the Eclipse Project charter?
