Added definition to the Wiki page.

An additional change has been introduced. The term "Incubation" has been 
changed by "Creation".

"Incubation" is a word with a specific meaning at Eclipse Foundation WG. It is 
a name for one of the phases of the WG workflow. Having two different 
processes at WG level with the same term is confusing.

I am not 100% happy with the word "Creation". If you have a better one, we 
will change it.
