What's the intended interpretation of 'beginner'? A task suitable for a beginner? An issue encountered by a beginner?

What sorts of things do you imagine it would be applied to? Issues? Merge requests?

Unfortunately, it seems that only committers can add labels.

One label I really -really- want is a beginner label. I think that's an
important piece for new contributors.
