 regarding the comments: Actually, we need those. The comment <!-- 
label! --> is referenced in the releng.adoc line 243. The other comment 
is helpful since this dependency was sometimes removed automatically 
when executing the setup tasks.

 Thank you for adding the description of how to add a dependency!
