for info, the spec referred to is the one that was used as input to the MQTT standardisation process at OASIS.  The finished MQTT OASIS Standard can be found here: http://docs.oasis-open.org/mqtt/mqtt/v3.1.1/os/mqtt-v3.1.1-os.html

Hi,

According to
http://public.dhe.ibm.com/software/dw/webservices/ws-mqtt/mqtt-v3r1.html#qos-flows,
there are two semantics available for how a PUBLISH flow should be
handled by the recipient, one publishes message to subscribers before
sending PUBREC and the other one after sending PUBREC. Which semantic
does Mosquitto implement?  I can't tell it by reading the code.
