Re: [technology-pmc] jgrid shift and batch of IP tickets

In reference to CQ #8994 for GeoTools 11.2 (https://dev.eclipse.org/ipzilla/show_bug.cgi?id=8994), this is a Piggyback CQ for CQ #8530 under the GeoMesa project (https://dev.eclipse.org/ipzilla/show_bug.cgi?id=8530), which is not yet approved. Should we be PMC +1'ing Piggyback CQs when what they piggyback is still going through the IP team?

JGridShift is an LGPL library doing some kind of transformation using grid files (my understanding is this covers transformations where no neat mathematics are available such as ad-hoc satellite images).

The GeoGig project is looking if they can knock this down to a "works with" dependency.

Other than over half the geogig IP tickets are marked awaiting_pmc - I am holding off reviewing these myself as a member of the GeoGig team.
