I've got no problems with social controls over technical controls.... just so long as the removal of the need for review does not evolve into not even bothering to seek review.   I think the guidelines we worked out for the servlet-api are pretty good and they have no need for technical controls to enforce them (other than perhaps enforcement aids like formatting checks).

I'm shaking the jetty developer tree to see if we can find another set of eyeballs for JSP.   They might not have much time to be proactive, but perhaps we can find somebody to at least help out with review.
