After further
review, I concur that the majority of that "ballot writeup" already
exists in the spec finalization checklist.  But, I have found a few
things that need to be added.  I will create a PR later today and
ask for a review before merging.

One thing that I have found useful is the use of the spreadsheet to keep
track of the votes on the specs I have initiated.  Everybody will
need to keep track of this somehow, so maybe a common spreadsheet would
work?  I was going to put a link into the checklist as an optional

As we get more and more ballots started, it might be a nice way to monitor
the progress of the various specifications (especially if one of us gets
incapacitated for some reason).

Sure, entering the high points of the process as quick checklist reminders.
 But, we shouldn't move all of the document contents into that Checklist.
 I think the final version of the Ballot doc should probably be another
document on our Spec Process page:  https://jakarta.ee/committees/specification/

And, I don't think we should duplicate information (ie. the actual email
template).  We're bound to let one get out of synch just like I did
with the Jakarta EE 9 schedule.  I've asked Paul to put this on the
agenda for tomorrow's meeting.  We can see what the wider team thinks.

That is what the spec finalization is supposed to be covering, so anything
relevant should be moved in there.
