[iot-pmc] Reminder to vote on the Committer Election for Dmitrii Bannov

Voting will close on 2024-08-06 for the Committer election of Dmitrii Bannov
on project Eclipse Zenoh (iot.zenoh).

Criteria:

yellowhatter has been actively contributing to the Eclipse Zenoh project for
two years. yellowhatter has done several key contributions to Zenoh
including:

- ROS1 Bridge
- Ultra-Low Latency Transport extension
- Zenoh 1.0.0 Shared Memory with support with "routable" shared memory
buffers, canaries, etc.
- Major contribution in the design and development of the C/C++ API
- Several bug fixes and performance improvement.

It is my pleasure to nominate yellowhatter as a committer on Eclipse Zenoh.
