[iot-pmc] Reminder to vote on the Committer Election for Yuyuan Yuan on

Voting will close on 2024-08-06 for the Committer election of Yuyuan Yuan on
project Eclipse Zenoh (iot.zenoh).

Criteria:

yyyuan has been consistently contribution to the development of Zenoh for
almost two years. He has show dedication, quality of work and dependability.
Additionally he has contributed major features to Zenoh, including:

- tokio Port (from async-std)
- Zenoh Dissector
- RWM Zenoh Rust and RMW Zenoh porting to the upcoming 1.0.0 API
- Extended Performance  benchmarking suite (zenoh-perf)
- Various bug fixes.

It is my pleasure to nominate yyyuan as a committer on Eclipse Zenoh.
