Sure, I think we should do a preliminary check for any dependencies that
look strange, or licensing issues that look problematic from the
beginning, so that the IP team does not have to stumble over those
things directly. Any thoughts?
I would see this like normal Orbit CQs, or third party dependency CQs
... in contrast to works-with/pre-requisite.
