I support adding a embedded c/c++ as a new package. The difference is similar to having Eclipse for Enterprise Java Developers vs Eclipse for Java Developers (or any of RCP, committers and DSL versions). While there is a lot of overlap, there are distinct non-overlapping parts with distinct end user communities and use cases. 

However, I would expect the primary channel for delivering this new package was eclipse.org/download like the other packages. 

I think now is the time to start this conversation so that we can get this done in time for 2020-12. The proposed patch is a good start for discussions, but until the new package is fully ready with dependencies in simrel and integrated into top level, I am not in favour of merging it yet.
