Okay, that's good to know. The impact of this particular name change should be minimal, as GitHub automatically puts redirects in place that work for all operations (website browsing, checkout, commits, etc).

There is no requirement for PMC approval to change a project id or how you organize project repositories. How a project team names repositories is really a project matter. However, given that you're requesting a change of the name of a repository which may have an impact on the community (and potentially other projects that leverage your content), it's good form to at least inform the PMC.
